Policy Network on Artificial Intelligence (PNAI)

The Policy Network on AI addresses policy matters related to the governance of Artificial Intelligence (AI). It is a global multistakeholder effort that provides a platform for stakeholders and changemakers in the AI field to contribute their expertise, insights, and recommendations. 

Global multistakeholder effort on AI 
PNAI brings diverse stakeholders from across the world together for timely discussions on AI. The primary goal is to foster dialogue and contribute to the global AI policy discourse. The PNAI work acknowledges the existence of numerous AI governance frameworks and is committed to learning from and promoting AI governance frameworks, principles, and policies developed in and for the Global South. The multistakeholder community's input and advice are crucial for addressing advanced technologies, including AI. PNAI's 2023 report and recommendations were presented and discussed at the 18th annual IGF meeting in Kyoto, Japan. The outcomes of this work will contribute to various other initiatives including the Global Digital Compact and the 2030 Agenda for Sustainable Development.

The UN Secretary-General's Our Common Agenda Report explicitly calls for the input and advice of the multistakeholder community on addressing advanced technologies, including AI, with the view of incorporating such advice and input in a Global Digital Compact to be agreed at the Summit of the Future in 2024. PNAI aims to bring the IGF’s multistakeholder community together in delivering input. Participation in and contribution to PNAI are open to everyone. 

Building on previous IGF discussions on AI 
PNAI emerged at the request of the community following the discussions held at the 17th annual IGF meeting in Addis Ababa and its main session on Addressing Advanced Technologies, including Artificial Intelligence. The Addis Ababa IGF Messages conclude that the “IGF could be used as a platform for developing cooperation mechanisms on artificial intelligence. A policy network on artificial intelligence could be considered for the upcoming work streams in order to review the implementation of different principles with appropriate tools and metrics.

The work builds upon previous discussions, policies, and the wealth of knowledge within the IGF community on issues relevant to AI. Over the past years, the IGF has discussed various aspects of AI and related aspects of data governance, including AI use by social media platforms and content moderation, dangers such as manipulation, deception and mis- and disinformation, transparency needs in the operation and reporting of algorithmic systems, and necessary principles of rule of law, human rights, democratic values and diversity in the governance of AI.
