The researches conducted in Europe and the United States showed a prevalence of Internet addiction 7.9% to 25.2% among adolescents (Ko et al., 2012, Phillips et al., 2012, Bernardi and Pallanti, 2009, Durkee et al., 2012), while the Middle-East and Africa had rates from 17.3% to 23.6% (Ghassemzadeh et al., 2008, Adiele and Olatokun, 2014). Studies in Asia have shown a higher variation in prevalence among young people and adolescents, ranging from 8.1% to 50.9% (Kim et al., 2006, Mak et al., 2014). In China, the rates ranged from 6% to 10% (Cao et al., 2011, Lai et al., 2013, Wu et al., 2013).

In today’s age, the Internet & Digital Technologies has become essential for developing and strengthening the capacities of youth. But at the same time, Excessive use of the Internet and Digital Technologies such as Social Media, mobile phones can come with some risks for young users (e.g. distraction, anxiety, depression) . It can create new challenges with regards to their safety and protection – both in the physical and virtual worlds, physically, psychologically, socially, economically.

Through out the IGF 2006 the word "Internet Addiction" has been dictated. Even-though it not had been explored within IGF. This workshop proposal target to bridge the GAP.

Internet had become a necessity of today. Internet penetration rate is increasing with the mobile penetration. Availability , Affordability, Accessibility of Internet has been increased. There are policy impacts which led Internet Literacy grow in the country. Mean while internet had become a tool of every person. Even though it comes with negative effects as well. Specially the youth ( 12 – 29) is identified as one of most vulnerable community but it is not limited. Among the negative effect Internet Addiction “Excessive Internet use” had become a major threat to the youth.

We have experienced many Issues related to Internet related safety issues such as “Privacy breaching, Inappropriate Content and sharing, Internet Discrimination, Cyber Bulling, Predating, Sexting, Sexual Harassment, Money Scamming ”. But Internet Addiction can be identified as a Silent serial Killer that no one feels it's harm as many is unaware of their addiction.

We consider the Addiction is just not to Internet but also for the digital devices as well. So we name it Digital (Internet+) Addiction as to discuss of these devices support addictions. (Etc Mobile devices)
