Ricardo is the CEO and founder of LATAM Consulting Services, a private company offering expertise in the areas of Internet public policy and IT strategic management.
He used to be Director of Business Development for the Global Public Policy and Government Relations Department at VeriSign. In this role, he represented the company´s interests internationally in several organizations dealing with Internet governance, Cyber-security and Top level domain name system management like the Global & Regional Internet Governance Forums, ITU, ICANN, LACTLD/LACNIC, CENTR and APTLD/APNIC. He has been an international presenter at several industry conferences and an active member of the IGF-ICANN communities. Ricardo joined VeriSign in 2009 as the Latin America & Caribbean Regional Manager driving the development of business opportunities in the Region.
Ricardo has four times been awarded as one of the Top 25 CIO of the Year in Colombia during his eleven years work as Chief Information Officer at one of the best private universities in Latin America. During his tenure at the Universidad de los Andes, he served also as General Manager of the country-code Top Level Domain for .co (Colombia). Prior to that, Ricardo worked in Canada at Gaz Metropolitain, as a Project Manager on the development of a sales force automation system and a marketing information system. He also worked in an engineering consulting firm where he participated in the development of security applications for the Royal Canadian Mounted Police.
Ricardo holds graduate studies in International Business from McGill University, a Masters in Management Information Systems from HEC Montreal, an Executive M.B.A. and a Bachelor of Engineering in Computer Science from Universidad de los Andes. He holds both Colombian and Canadian citizenships and is fluent in French, English and Spanish.
